Emotions Brody Essay Brody (2001) defines â€Å"emotions as motivational systems with physiological, behavioral, experiential, and cognitive components† (p. 15). The author adds that â€Å"emotions have a positive or negative valence and also vary in intensity or arousal levels, from mild to strong† (p. 15). Emotional expression indicates outward manifestation on an individual’s face, while emotional experience is a state of feeling that only the individual knows it (Brody, 2001). Emotional expression may either play a role as a self-communicative function or may reflect the behavioral and physiological arousal together with the emotional experience (Brody, 2001). Expression of feelings may help an individual to determine the characteristic of an emotional experience (Brody, 2001). Factors that influence facial expression rely on the individual who expresses the emotion, the individual who perceives the emotion, the message expressed in each channel, and previous experience (Ekman Sullivan, 1991). Facial feedback pertains to patterned proprioceptive feedback coming from the muscle activity in the face or from integrated expressions in the face (Ekman Sullivan, 1991). According to Ekman and Sullivan (1991), the facial feedback hypothesis is an important determining factor of the experience of emotion. The authors add that the facial feedback hypothesis contends that an individual can utilize information from his or her own facial behavior to figure out what he or she feels. The facial feedback hypothesis also claims that the expression of emotion causes autonomic, hormonal, and behavioral alterations that initiate the experience of the emotion (Brody, 2001). Facial expressions are being utilized by individuals as clues as to what emotions they are experiencing or in making judgments concerning their attitudes (Brody, 2001). A positive facial expression show more positive reactions such as understanding instead of anger, than those individuals who are showing angry facial expressions (Brody, 2001). Emotional experience happens when unforeseen changes in personally significant goals are realized (Stein, Hernandez, Trabasso, 2008). The situation that surrounds an emotion starts when a precipitating event happens and warns an individual to some type of alterations in a personally significant goal (Stein, Hernandez, Trabasso, 2008). An emotional episode is defined as a â€Å"sequence of events that includes the precipitating event; appraisals of the change in the status of a goal; the physiological and neurophysiological reactions that occur in relation to the change; the emotional reaction itself; and subsequent appraisal, planning, and behavior sequences carried out to cope with the impact of the goal change† (Stein, Hernandez, Trabasso, 2008, p. 575). An emotional response of an individual should continue to be expressed or experienced if new meaning is realized from discovering a repeated event in order for the event to be connected to new information not previously accessed (Stein, Hernandez, Trabasso, 2008). Appraisal theory contends that emotions rely on understanding the adaptational relevance or personal significance of a situation (Parkinson, 2001). Appraisal is influenced by several factors such as perceptual, sensory-motor, and cognitive processes (Parkinson, 2001). Furthermore, appraisal processes are believed to happen between input and output in a cognitive system of an individual (Parkinson, 2001). They are influenced by an ongoing dialogue, in which interpersonally distributed cognition was used to achieve emotional conclusions (Parkinson, 2001). When an individual describes his or her experience based on a given emotion, he or she has a tendency to manifest distinctive patterns of appraisal corresponding to the given emotion (Parkinson, 2001). Impact of EU Fixed Term Work Directive: Scientific Research Employment/Policies for Scientific Researchers: Is the EU Fixed Term Work Directive of any Assistance to Scientific Researchers in the UK? Introduction This dissertation proposal proposes to examine the impact of the new EU Fixed Term Directive on contract researchers throughout the UK. Its scope and potential for impact is quite wide, yet its workability and prospective effectiveness remains to be seen. Its aim is to increase levels of stability, consistency and equality among employees within Europe, which are employment conditions, from which scientific researchers on short term contracts in the UK have arguably been distanced from due to the nature of their employment. Also, the legislation is aimed at making research work between member states easier to access for EU citizens. The legislation also aims to make the EU a more attractive work destination, for, for example Chinese scientists who have a lot to contribute to European academia. The legislation applies to both private and public sector actors, and will also impact firms and universities employing researchers. The wider socio-political environment, the continued concentration of power with the European Commission and the growing influence of European Institutions upon actors operating at member state level will be examined in the writer’s proposed research, as this will ultimately contextualise both the final recommendations of the research and the processes of the proposed research as it unfolds. The proposed research will examine the research question from a primary data collection angle, and accordingly data will be collected in relation to how many individuals in the UK work as scientific researchers, and these individuals will be asked to contribute to the research by articulating their views on the potential workability and usefulness of the Directive. Also, employers, such as universities, public laboratories and firms will be approached in an effort to gather information from a wide variety of actors who will experience the impact of the new legislation. Data will be collected from other actors with expertise on the issues which relate to the employment of scientific researchers within the EU. The Research Question The research question will address the potential workability and usefulness of the new EU Fixed Term Directive; how it may be critiqued and how it may be improved. The research question will be addressed using primary and secondary research. The research question will be assessed qualitatively, and quantitatively, in an approach known as methodological pluralism. The next section will examine the background and aims of the EU Fixed Term Work Directive in a more in depth way, and it will give details on what literatures will be used and why. Review Literatures which give detailed background on the new Directive and literatures which provide background on the wider role of the EU will be used to create a point of reference for the study, and as they will help the guide the writer in identifying where gaps in the literature exist, and where research will best be concentrated. The literature which has been relied upon by the EU to gather background information in relation to the situation of scientific researchers on short term contracts is not an exhaustive body of research, and it is anticipated that this proposed research will add to this literature. The European Commission has become a deeply influential body[1]. Accordingly, its proposals in terms of legislation and social policy within the sphere of employment law have become fundamentally important for both employees and employers operating within Europe[2]. Therefore, the European Commission’s recent indications that it wished to address what it termed the ‘abuse’ of fixed term contracts, ‘through their continued use’ had many legislative and political consequences for employers and employees operating within the European Union[3]. In terms of operationalising their concerns, the Commission has recently called for all European Union member states to desist from what the Commission regarded as ‘short-term’ contract misuse through engaging in collective bargaining or through the implementation of domestic legislation. Many of the UK’s estimated 40000 researchers[4] will be impacted by the new EU Fixed Term Directive which proposes to ensure that fixed term contracts, under which many of these employees work, are made permanent after a period of four years. Also, the Directive requires that employers offer contract researchers equal terms of employment, compared with those enjoyed by permanent staff, in relation to departmental committees and maternity leave provisions[5]. However, the Directive allows employers to extricate themselves from having to implement the Directive, in circumstances where they can show specific and objective reasons for doing this[6]. Other criticisms of the new legislation are that it does not go far enough to prevent or discourage the ‘misuse’ of short term contracts, since contractual periods of any length are still legally enforceable under the legislation. Also, as the chairman of the Association of Researchers in Medicine and Science, Stephen Hopkins has commented, contracts may be terminated before the expiration of the four year period[7]. Also, it is unclear how much of an impact the legislation would have upon scientific researcher’s whose contracts are tied to external sources of funding and are therefore terminable upon the expiration of funds. However, the functions and circumstances of scientific researchers within the UK remain understudied and obscure. For example, there is little data which tells us what the exact number of researchers who are working on short term contracts, in the academic community is, and accordingly the extent of the impact of the new legislation is unclear. It would therefore be sensible to attempt to gauge these figures, and accordingly the proposed research will address this gap in the literature on this subject. Also, since the legislation is relatively new, little literature is available on the viewpoints of individual scientific researchers, and due to this, in particular the relevance of the proposed research can be seen to be even more sharply defined. These perspectives will allow the new legislation to be evaluated with reference to the views of those who are constrained and impacted by it. Ogbonna and Noon (2001) gives us further insight into the concept of ‘equality’ and equal opportunities with the context of the European Union: ‘There are two separate aspects to evaluating the effectiveness of equal opportunities policies†¦The liberal approach aims to provide equality of opportunity, and relies on fair procedures, bureaucratic processes, and a sense of justice being seen to be done. The emphasis is on the principle of recognising individual merit, rather than on any notion of providing social justice in relation to under-represented or disadvantaged groups. The radical approach is interested in equalising outcomes, and thus emphasises the fair and equal distribution of rewards, and positive discrimination†¦[8]’. As we have seen explained in previous sections, the new Directive is predicated upon a desire to offer contract researchers working within universities greater job security and more equal rights compared with other categories of professionals, like veterinary surgeons and doctors whose rights have been embodied prescriptively through EU legislation, particularly within the last five years. The research will therefore, also address literature on how the new legislation will impact upon the concepts of equality and equal opportunities within the EU. Research Design As has been explained, the focus of the research will be methodologically pluralistic in nature. This means that both qualitative and quantitative methods[9] will be relied upon to implement the proposed research. Qualitative research regards reality as a subjectively evolving social construct, whereas quantitative research is more specific and confirmatory. The meaning and application of both disciplines can be illustrated with reference to these two quotations: ‘Historians have always analysed documentary evidence, much of it non-quantitative data such as correspondence, as their primary source material, and through oral history methods have added in-depth interviewing to their repertoire†¦Organisational theory has been based largely on case studies created from an amalgam of observation, documentary material and interviews†¦[10]’. ‘Quantitative research is frequently referred to as hypothesis-testing research (Kerlinger, 1964)†¦Characteristically, studies begin with statements of theory from which research hypotheses are derived†¦[11]’. Therefore, the research design of this project will draw from both of these disciplines to construct the research framework, and gather primary information. Qualitative data will be primarily relied upon to gather the primary data needed for the operationalisation of the research. Semi-Structured interviews (this involves information exchange usually on a one to one basis) and focus groups[12] (these are groups interviews, usually led by the researcher) will be used to gather the qualitative data from research scientists working within the UK and surveys will be used to gather data in respect of the numbers of individuals the new legislation is likely to affect. Experts such as representatives of the European Industrial Research Managers Association, and the Association of Researcher in Medicine and Science will be interviewed. Within the qualitative arm of the study, semi-structured interviews will be mainly relied upon for practical reasons, since logistically, conducting focus group interviews, when dealing with a niche community like scientific researchers, and representatives from those actors who employ them like universities might be difficult to organise. The research design is pluralistic in nature, since this will provide a holistic context from which to examine the topic of employment law and policy in the context of scientific researchers. GANNT Chart/Discussion of Implementation The project will be implemented over approximately a three month period. The writer anticipates that they will implement the project alone. Various resources will be needed, such as access to libraries, equipment and respondents. The implementation of the research, and the time-scales which certain aspects of the research design must accord with may be represented diagrammatically in the following way: Chapter Headings Introduction: Background to the Study Literature Review: The EU Fixed Term Directive and the Role of the EU Commission Methodology Results and Discussion: New Models for Evaluating the Employment Circumstances of Scientific Researchers Conclusion Evaluation of Possible Problems and Barriers to Completion. The research project will be limited and constrained in many ways, as is the case with every research initiative. Resources with which to implement this project are finite and there is a very limited time scale to work within. Accordingly, the project design must be cogent and well-organised if the implementation of the research is to run smoothly. The writer does anticipate that the problem of representation may be a barrier to the implementation of the research design. Any research which claims to survey a group of individuals, and then seeks to comment upon the situation of a group of individuals in similar circumstances, imputes that the research is representative of those individuals and of that group, yet, there can be problems with the concept of representation. Therefore, the writer must ensure that representation bias is not introduced within the research design by over-reliance on the views of any particular age, gender or ethnic group. Also, a relatively large sample must be taken to ensure that trends which are discerned are not just random occurrences or anomalies[13]. Observance of ethical research methods will help to facilitate the research, since respondents are more likely to be willing to participate if they know that the information they impart will be used ethically. Therefore, matters such as confidentiality and informed consent will need to researched in detail and absorbed within the research design. However, these barriers to completion and potential problems will only thwart the prospective research if they are not addressed and recognised before the research is conducted. Also, they will need to be made reference to in the writing up of the research since to ignore potential barriers to completion in the write-up of one’s research is to, by default, suggest that they have been eliminated or are not relevant. This could therefore lead to the research indirectly being biased. Therefore, the writer will give an honest account of how problems have been identified and addressed throughout the research. Also, if the writer needs to travel to conduct research, journeys will be planned in advance and cost will therefore be minimised. Overall, therefore this proposed research will evaluate the usefulness and prospective workability of the EU Fixed Term Work Directive, by gauging the opinions of those most likely to be affected by it. As Hall (1965) says; â€Å"To look at and listen to self is often too difficult without the help of a significant figure (nurturer) who has learned how to hold up a mirror and sounding board to invite the behaver to look and listen to himself. If he accepts the invitation, he will explore the concerns in his acts and as he listens to his exploration through the reflection of the nurse, he may uncover in sequence his difficulties, the problem area, his problem, and eventually the threat which is dictating his out-of-control behavior.† Major Concepts The individual human who is 16 years of age or older and past the acute stage of a long-term illness is the focus of nursing care in Hall’s work. The source of energy and motivation for healing is the individual care recipient, not the health care provider. Hall emphasizes the importance of the individual as unique, capable of growth and learning, and requiring a total person approach. Health can be inferred to be a state of self-awareness with conscious selection of behaviors that are optimal for that individual. Hall stresses the need to help the person explore the meaning of his or her behavior to identify and overcome problems through developing self-identity and maturity. The concept of society/environment is dealt with in relation to the individual. Hall is credited with developing the concept of Loeb Center because she assumed that the hospital environment during treatment of acute illness creates a difficult psychological experience for the ill individual (Bowar-Ferres, 1975). Loeb Center focuses on providing an environment that is conducive to self-development. In such a setting, the focus of the action of the nurses is the individual, so that any actions taken in relation to society or environment are for the purpose of assisting the individual in attaining a personal goal. Nursing is identified as consisting of participation in the care, core, and cure aspects of patient care. Subconcepts The Care Circle It represents the nurturing component of nursing and is exclusive to nursing. Nurturing involves using the factors that make up the concept of mothering (care and comfort of the person) and provide for teaching-learning activities. The professional nurse provides bodily care for the patient and helps the patient complete such basic daily biological functions as eating, bathing, elimination, and dressing. When providing this care, the nurse’s goal is the comfort of the patient. Providing care for a patient at the basic needs level presents the nurse and patient with an opportunity for closeness. As closeness develops, the patient can share and explore feelings with the nurse. The Core Circle It is based in the social sciences, involves the therapeutic use of self, and is shared with other members of the health team. The professional nurse, by developing an interpersonal relationship with the patient, is able to help the patient verbally express feelings regarding the disease process and its effects. Through such expression, the patient is able to gain self-identity and further develop maturity. The professional nurse, by the use of reflective technique (acting as a mirror to the patient), helps the patient look at and explore feelings regarding his or her current health status and related potential changes in lifestyle. Motivations are discovered through the process of bringing into awareness the feelings being experienced. With this awareness, the patient is now able to make conscious decisions based on understood and accepted feelings and motivation. The Cure Circle It is based in the pathological and therapeutic sciences and is shared with other members of the health team. During this aspect of nursing care, the nurse is an active advocate of the patient. Assumptions The motivation and energy necessary for healing exist within the patient, rather than in the health care team. The three aspects of nursing should not be viewed as functioning independently but as interrelated. The three aspects interact, and the circles representing them change size, depending on the patient’s total course of progress. Strengths/Weaknesses Strengths: The use of the terms care, core, and cure are unique to Hall. Hall’s work appears to be completely and simply logical. Weaknesses: Hall’s work is simple in its presentation. However, the openness and flexibility required for its application may not be so simple for nurses whose personality, educational preparation, and experience have not prepared them to function with minimal structure. This and the self-imposed age and illness requirements limit the generalizability. Analysis Hall imposed an age requirement for the application of her theory which is 16 years of age and above. This limits the theory since it cannot be disregarded that nurses are faced with pediatric clients every now and then. Even though Hall confined her concepts for that age bracket, the concepts of care, core and cure can still be applied to every age group but again, none was specified. The only tool of therapeutic communication Hall discussed is reflection. By inference, all other techniques of therapeutic communication are eliminated. Reflection is not always the most effective technique to be used. The concept of a patient aggregate such as having families and communities as the focus of nursing practice was not tackled. It is purely on the individual himself. Although, the role of the family or the community within the patient’s environment was modestly discussed. In the focus of nursing care in Hall’s concepts, the individual must pass an acute stage of illness for you to successfully apply her theory. Therefore, this theory relates only to those who are ill. This indicates that no nursing contact with healthy individuals, families, or communities, and it negates the concept of health maintenance and disease prevention.

If Freud had adopted the permissive approach, he would have succeeded because the personalised approach relies on suggestions that are in line with the client’s expectations, desires and likes, and as a result, the clients could not lose any important symptom. The permissive technique would also help him to eliminate the ill-sexual perception, since it gives the client greater responsibility unlike the authoritarian technique. State and the role theory Advocates of the state theory, which asserts that hypnotic induction arouses a unique modified state of consciousness in the patient, base their argument on the notable changes that occur to the brain during hypnosis, and to the dramatic effects, which hypnosis can cause such as the disappearance of warts and insensitivity to pain. They also claim that sometimes, both hypnotised and non-hypnotised participants take instructions differently. For instance, in a certain study, both the hypnotised and non-hypnotised were told to run their hands through their hair once they heard the word ‘experiment. The pretenders carried out the suggestion only when the psychiatrist said the word, but the hypnotised participants complied regardless of who gave the suggestion (Coon, Mitterer, Talbot Vanchella, 2010, p.194). Based on this, opponents of the personalised induction claim that the authoritative approach is as effective as the permissive approach. Based on this, I disagree with the opponents of the personalised induction who adopt the role theory to support their stance, because the theory rejects the idea of hypnosis without providing concrete reasons. The dissociation theory The dissociation theory provides substantial reasons why the personalised inductions should be adopted during the hypnotic process. The theory suggests that hypnosis is not a single specific state, but the general condition, which temporarily reorganises our normal control over actions and thoughts. Dissociation allows body movements to occur under voluntary control and the involuntary processes to be controlled voluntarily. As Hilgard proposed this theory, he asserted that the relaxation of control occurs because of the social agreement between the hypnotist and the hypnotised person to share control (Bernstein Nash, 2008, p.153-154). In other words, the theory supports the idea that for the process to be effective, the participant should be an active participant, something advocated in the personalised induction approach. Modern hypnosis Based on contemporary hypnosis, a personalised induction seems to be the most effective approach in hypnosis. The approach takes into account the client’s values, desires, and it views the subjects as active participants. It also supports the idea that it is imperative to have the patient as relaxed as possible, get them involved in the in the process, and discuss the expectations and goals of attending the therapy with the client. Furthermore, the modern hypnotherapist starts the therapy session by establishing a rapport with their patients, which is a key aspect of the personalised induction approach (Gaschler 2009, p.21). In the course of the personalised induction, strong relationships between the clients and the therapist are necessary in order to ensure the client is fully involved in the process. Learning Modalities Overtime, personalised induction has stood out as the best because it takes into consideration learning modalities, which are key channels through which people receive, store, and give information. Modality is comprised of perception, sensation, and memory and the key senses include smell, taste, visual, auditory, and kinaesthetic. Knowledge of modalities enables therapists to personalise screeds for each client. When a patients modalities are ascertained, it becomes easy to discuss with them in a way that makes them feel comfortable and relaxed (Hogan LaBay 2007, p.226-239). As a result, it becomes easy to achieve the objective of the therapy. Conclusion The above discussion has suggested that personalised induction is more effective than the authoritarian approach. This is because we have different likes, dislikes, desires, perceptions, and we come from different cultural backgrounds. Consequently, to achieve remarkable results in the process of hypnosis, the hypnotist should take into consideration all this aspects. Although a standardized approach (authoritative approach) can be effective in some instances, it only works on subjects who respect the authoritative figures. Moreover, the authoritative technique assumes that all people react in the same manner to suggestions. However, this should not be the case since we possess different traits. Censorship is wrong because individuals should have the freedom to listen or watch what they want, whether or not it offends some, without interference. The television is one place where censorship is strongly used in many different ways. One of the oldest and most common ways used to censor inappropriate words is to use a â€Å"bleep.† I disagree with this method because whatever these people are saying is just words. Remember the saying â€Å"sticks and stone may break my bones but words will never hurt me?† These words will not harm anyone and if people are offended they don’t have to listen. Another popular method of censoring television is to cit out scenes. TV stations will cut out a certain scene or scenes from a movie or television. I disagree with this method because it changes the way that the producer of these shows or movies intended them to be. If TV stations plan on cutting out scenes they should not air the show or movie at all. One last method of censorship commonly used in television is rating labels. Again, this is a method of censorship I disagree with. Although these ratings allow parents to p rotect their children from bad things, if a show is on TV it should be viewable by all audiences. Also most things being censored will be seen by most people in their lives anyway. Censorship in TV is a bad thing and should be reconsidered. The music industry is a place where people experience censorship. One form of censorship in music is to play and edited version of a song. While this method filters out some harmful words, I think this is bad because it changes the musicians original song. This censoring takes out parts of the song he intended to be there. I think the radio shouldn’t play these edited version, but play unedited version. Another popular method of censorship is to put parent advisory labels on CD’s. These labels are bad because they don’t allow underage people to buy certain CD’s. Why should these underage people not be able to listen to bad words or inappropriate themes if it is part of real life. The government is trying to put a blanket over children’s eyes until they get older. They want to brainwash the children so they will stop corruption in the world . One last way music is censored, just like television, is using â€Å"bleeps†. These bleeps are terrible, annoying, and useless. They ruin songs that you are listening to. Who wants to sit and listen to a song littered with â€Å"bleeps†, because I sure don’t! If people don’t want to hear â€Å"bad† words they should buy country music, and leave the rest of the world alone. Censorship is a terrible thing and it should be outlawed at some point. The government should stop trying to control the way the U.S. citizens live and focus on more important issues like the war in Afghanistan. Citizens should be left alone to live and not be constantly bothered by the annoyances of censorship.

Moreover, we propose a privacy-preserving defense technique for network authorities to handle misbehaviour in VANET access, considering the challenge that privacy provides avenue for misbehaviour. The proposed system employs an identitybased cryptosystem where certificates are not needed for authentication. I show the fulfilment and feasibility of our system with respect to the security goals and efficiency. 1 INTRODUCTION VEHICULAR ad hoc networks (VANETs) are receiving increasing attentions from academic and deployment efforts from industry, due to the various applications and potential tremendous benefits they offer for future VANET users. Safety information exchange enables life-critical applications, such as the alerting functionality during intersection traversing and lane merging, and thus, plays a key role in VANET applications. Valueadded services can enhance drivers’ traveling experience by providing convenient Internet access, navigation, toll payment services, etc. Other applications are also possible including different warning messages for congestion avoidance, detour notification, road conditions (e.g., slippery), etc., and alarm signals disseminated by emergency vehicles (e.g., ambulance) for road clearance. The attractive features of VANETs inevitably incur higher risks  if such networks do not take security into account prior to deployment. For instance, if the safety messages are modified, discarded, or delayed either intentionally or due to hardware malfunctioning, serious consequences such as injuries and even deaths may occur. This necessitates and urges the development of a functional, reliable, and efficient  security architecture before all other implementation aspects of VANETs.Fundamentally,VANET security design should guarantee authentication, nonrepudiation, integrity, and in some specific application scenarios, confidentiality, to protect the network against attackers. Besides the fundamental security requirements, sensitive information such as identity and location privacy should be reserved from the vehicle owner’s perspective, against unlawful tracing and user profiling, since otherwise it is difficult to attract vehicles to join the network. On the contrary, traceability is required where the identity information need be revealed by law enforcement authorities for liability issues, once accidents or crimes occur. In addition, privilege revocation is required by network authorities (e.g., network administrator) once misbehaviour is detected during network access. It is less difficult to prevent misbehavior of unauthorized users (i.e., outsiders)since legitimate users and roadside units (RSUs) can simply disregard communication requests from outsiders by means of authentication. Nevertheless, misbehaviour of legitimate users of VANETs (i.e., insiders) is more difficult and complex to prevent, the reason being that insiders possess credentials issued by the authority to perform authentication with peer vehicles or RSUs who canbe   easily tricked into trusting the insiders. Consequently, the insiders misbehaviour will have much larger impact on the network and will be the focus of this paper. I proposed system in this paper and many recent proposals on VANET security provide the option of using anonymous credentials in authentication, rendering it even more complex to handle misbehaviour in VANETs, since the user identity is hidden and cannot be linked arbitrarily which curbs the punishment of misbehaving users. Contributions. Given the conflicting goals of privacy and traceability, and the challenges in designing a privacy-preserving defense scheme for VANETs,  i motivated to propose a security system that can effectively and efficiently solve the conflic ts and challenges. Specifically, my main contributions in this paper include: 1. I propose a pseudonym-based scheme to assure vehicle user privacy and traceability. 2. I design a threshold signature-based scheme to achieve nonframeability in tracing law violators. In this scheme, an innocent vehicle cannot be framed by a corrupted law enforcement authority due to rolesplitting mechanism. 3. A novel privacy-preserving defense scheme is proposed leveraging threshold authentication. It guarantees that any additional authentication beyond the threshold will result in the revocation of the misbehaving users. This defense scheme differs from others mainly in that it yields flexibility in the revocation (i.e., not all types of misbehaviour should be punished). Moreover, the dynamic accumulators in the threshold authentication technique facilitates each user to place further restrictions (besides the threshold) on other communicating users, which is an attractive feature to service providers. 4. My design incorporates mechanisms that guarantee authentication, nonrepudiation, message integrity, and confidentiality. 2 RELATED WORK There is a large body of research work related to the security and privacy in VANETs. The most related works are on the design of privacypreserving schemes. Raya and Hubaux [1]investigated the privacy issue by proposing a pseudonym-based approach using anonymous public keys and the public key infrastructure (PKI), where the public key certificate is needed, giving rise to extra communication and storage overhead. The  authors also proposed three credential revocation protocols tailored for VANETs, namely RTPD,RC2RL, and DRP [5], considering that the certificate revocation list (CRL) needs to be distributed across the entire network in a timely manner. All the three protocols seem to work well under conventional public key infrastructure (PKI). However, the authors also proposed to use frequently updated anonymous public keys to fulfillusers requirement on identity and location privacy. If this privacy preserving technique is used in conjunction with RC2RL and DRP, th e CRL produced by the trusted authority will become huge in size, rendering the revocation protocols highly inefficient. A lightweight symmetric-key-based security scheme for balancing  auditability and privacy in VANETs is proposed in [2]. It bears the drawback that peer vehicles authenticate each other via a base station, which is unsuitable for inter vehicle communications. Gamage et al. [6] adopted an identity-based (IDbased) ring signature scheme to achieve signer ambiguity and hence fulfill the privacy requirement in VANET applications. The disadvantage of the ring signature scheme in the context of VANET applications, is the unconditional privacy, resulting in the traceability requirement unattainable. Group signature-based schemes are proposed in [4] where signer privacy is conditional on the group manager. As a result, all these schemes have the problem of identity escrow, as a group manager who possesses the group master key can arbitrarily reveal the identity of any group member. In addition, due to the limitation of group formation in VANETs (e.g., too few cars in the vicinity to establis h the group), the group-based schemes [4]may not be applied appropriately. The election of group leader will sometimes encounter difficulties since a trusted entity cannot be found amongst peer vehicles. There are also a number of defense techniques against misbehaviour in VANET literature besides those in [1]. An indirect approach via the aid of infrastructure is used in [4].The TA distributes the CRL to the infrastructure points which then take over the TA’s responsibility to execute the revocation protocol. The advantage of this approach is that vehicles never need to download the entire RL. Unfortunately, the conditional anonymity claimed in [4]. only applies to amongst peer vehicles, under the assumption that the infrastructure points are trusted. The infrastructure points can reveal the identity of any vehicle at any time even if the vehicle is honest. Recently, Tsang et al. [7]proposed a blacklistable anonymous credential system for blocking misbehavior without the trusted third party (TTP).The blacklisting technique can be applied to VANETs as: if the vehicle fails to prove that it is not on the blacklist of the current   authenticator, the authenticator will ignore the messages or requests sent by this vehicle. Although not proposed specifically for VANETs, the proposal in [7] has a similar claim as the capability of a TTP (network authority in this paper) to recover a user’s identity in any case is too strong a punishment and highly undesirable in some scenarios. The downside of this  technique is the lack of options to trace misbehaving users, since any user in the system(misbehaving or not)will by no means be identified by any entity including the authorities. I proposed a privacy-preserving defense scheme against misbehavior in [8] leveraging threshold authentication technique. This scheme and the scheme in [3] both preserve user privacy, and simultaneously provide trace ability (i.e., tracing law violators by enforcement authorities in [3] and tracing misbehaving users by network authorities in [8]). The major differences between these schemes are the different technical realizations of the privacy and traceability schemes, due to the different application 3 SYSTEM MODEL We describe the functionalities of our security system and define security requirements in this section. 3.1 Overview Major entities in a VANET environment are depicted in A VANET system diagram. As mentioned before, traceability is needed by law enforcement authorities (LEAs) who require the identity of a violating vehicle to be disclosed for investigating the cause of accidents or crimes. Due to the seriousness of liability issues, if a single authority (e.g., the police) is fully capable of revealing the vehicle identity, this privilege may be abused. It is desirable if two or more authorities (e.g., the police, judge, special agents, and other possible law enforcement authorities) are granted distributed control over the identity retrieval process. One benefit in doing so is that corrupted authorities (the number being less than the threshold) cannot arbitrarily trace vehicle users to compromise their privacy. Another benefit is that malicious authorities cannot falsely accuse (or frame) honest users. Such role-splitting is not required for network authorities since the threshold authentication technique in our defense scheme prevents a network authority from falsely accu sing honest users. The proposed security system primarily consists of techniques addressing the privacy, traceability, nonframeability, and revocation (only by network authorities) issues. The  logic diagram of the entities interactions is depicted in logic diagram, where the arrowed lines indicate the direction of packet flow or physical communications, the bracketed numbers near each line index the major events or procedures between the connected entities. The vehicle users are split into access group owners and members, whereas the RSUs can only be access  group owners. The entities and events/procedures are described in what follows. 3.2 Entities and Procedures The entities in this system are the regional transportation authorities (RTAs), law enforcement authorities (LEAs),network authorities, roadside infrastructure including border RSUs for pseudonym management and regular RSUs (simply RSUs) for Internet access, and vehicle users. Considering practical scenarios, the RSUs in this system are mainly responsible for providing infrastructure access and network services. The RSUs are assumed to be operated by third-party service providers (SPs) who have business contracts with the RTA to build access infrastructure in the RTA’s region. The RSUs are thus not owned by the RTA and have no preestablished trust relationship with the RTA. On the other hand, borders RSUs are owned and operated by the RTA, and can be considered as the agents who are delegated with the RTA’s authority. These entities are involved in the following procedure:   may be caused by malfunctioning hardware and thus is incidental. These types of misbehavior share a common feature, i.e., their occurrence or frequency is low, specifically, lower than a predetermined threshold. Threshold authentication-based defense further consists of six sub-procedures: Membership registration: RSUs and vehicle users register with the RTA to use VANETs. Upon successful registration, a member public/private key pair (mpk;msk) is issued to each RSU and vehicles. The RTA associates the member’s credential with the issued public key and includes this pair of information into a credential list IDlist. Access group setup: RSUs and vehicles setup their own access groups, the member of which is granted privilege to communicate with the access group owner. The group owner adds members to the group and updates related public information. Each added member obtains an access key mak for the group. Access group revoking: The access group owner revokes the granted privilege when deciding to stop communications with a member, due to some decision criteria for misbehaviour. The access group owner removes the member from the access group and updates related public information. Threshold authentication: This procedure is executed between an RSU and a vehicle, or between peer vehicles. We call the authenticator in this procedure Alice who announces the threshold k possibly different for each user being authenticated. The  authentication succeeds if and only if the following conditions are met simultaneously: the user Bob authenticating with Alice is a registered member of the VANET system, Bob is a legitimate member of Alice’s access group (if Alice is an access group owner) whose member privilege has not been revoked, and the authentication threshold has not been exceeded. Alice records the authentication transcripts in AUTHlog: Tracing: This procedure is used by Alice to trace a misbehaving member Mn who attempts to authenticate more than k times. Alice relies on the AUTHlog and public information, and obtains Mn’s credential n as the procedure output which is reported to the RTA.Revocation/recovery: Upon receiving the complaints from other entities in the system as the output of Tracing, the RTA decides if the misbehaving member’s credential needs to be revoked. The RTA then performs the identity recovery by looking up the same pseudonym lookup table PLT (cf.System setup above) which also records the correspondence between the credential n and identity IDn. Note that for the ease of presentation, we assume the RTAs to act as network authorities for the defense scheme in this paper. In reality, when the roles of RTA and network authority System setup: This procedure is executed by the RTA for initial VANET system setup including domain parameter publication, public/private key assignment for entities in the system to perform desired tasks, and database creation for storing necessary records (i.e., the pseudonym lookup table PLT). Pseudonym generation and authentication for privacy: RTA and border RSUs execute this procedure to assign pseudonym/private key pairs to both vehicles traveling in their home domain and vehicles from other RTAs’ domains, so that these vehicles are able to authenticate with RSUs and other vehicles to obtain services and useful messages. Threshold signature for nonframeability: This procedure is invoked by LEAs to share the secret information for recovering a guilty vehicle’s identity. Meanwhile, it prevents corrupted authorities from gathering full power to accuse an innocent vehicle. The functional component of this procedure is the threshold signature. Threshold-authentication-based defense: Designed for the network authorities, this procedure is used to revoke a misbehaving vehicle’s credential, refraining the vehicle from further disrupting system operations. As the core of this procedure, the threshold authentication  technique provides a mechanism to allow certain types of misbehavior that should not result in revocation. For instance, the misbehavior   are separate, the network authority can simply take charge as the RTA in the above sub procedures. Nonetheless, in the execution of Revocation/recovery, the network authority needs to establish trust with or be delegated by the RTA in order to access the PLT. When we mention network authorities in what follows, we implicitly refer to RTAs in the network authority role. 3.3 Security Requirements I define the security requirements for a VANET security system, and will show the fulfillment of these requirements after presenting the design details. 1. Privacy: The privacy requirement states that private information such as vehicle owner’s identity and location privacy is preserved against unlawful tracing and user profiling. 2. Traceability: It is required where the identity information of violators need be revealed by law enforcement authorities for liability purposes. The traceability requirement also indicates that a misbehaving user will be identified and the corresponding credential revoked, if necessary, by network authorities, to prevent this user from further disrupting system operations. Certain criteria have to be met for the traceability of a misbehaving user as explained in the next section. 3. Nonframeability: Nonframeability requires that no entity in the system can accuse an honest user for having violated the law or misbehaved. 4. Other requirements: A secure VANET system should satisfy several fundamental requirements, namely, authentication, nonrepudiation, message integrity, and confidentiality where sensitive information is being exchanged, to protect the system against unauthorized-message injection, denial of message disseminations, message alteration, and eavesdropping, respectively. Nonrepudiation also requires that violators or misbehaving users cannot deny the fact that they have violated the law or misbehaved. 4 CONCLUSIONS AND FUTURE WORK I have presented the VANET security system mainly achieving privacy, traceability, nonframeability, and privacy-preserving defense against misbehaviour and reducing traffic in the network. These functionalities are realized by the  pseudonym-based technique, the threshold signature, and the threshold authentication bas ed defense scheme. The ID-based cryptosystem facilitates  us to design communication and storage efficient schemes. Child Protection Policy UK Anglo-Saxon society has traditionally entrusted parents with the responsibility of bringing up their children. Parents, under such societal traditions, are required to look after the physical, emotional and mental needs of their children, provide them with a warm and comfortable family atmosphere, educate them to the best of their ability, and ready them for future adult responsibilities.* Birchall The overwhelming majority of people in the UK try to follow these tenets to the best of their abilities. Social changes like the increased incidence of divorces, live-in relationships, and single parenting, whilst significantly changing the social and economic structure of UK society, have not affected basic child rearing responsibilities. Modern day parents remain as committed to their children as their predecessors. Whilst the overwhelming majority of members of British society think of children as precious, both in the individual and in the collective context, some parents exhibit significantly deviant behaviour and subject their children to neglect and various forms of mental and physical abuse. *Arthurs Children are also vulnerable to physical and other forms of abuse outside their domestic environments for a variety of reasons. The social services infrastructure of the UK, which came into being as an integral component of the welfare state after the closure of the Second World War, has always emphasised the need to safeguard and protect children. Policy makers of different governments, both conservative and labour, have consistently made efforts to bring about laws and policies for the safeguarding of children, adolescents and vulnerable young adults. The social work infrastructure of the country also provides high priority to protecting children from different forms of abuse. Brandon A significant number of children in the country, despite the presence of a plethora of protective laws and policies and the existence of a huge, nationwide, protective social service infrastructure, are subjected to various degrees of emotional, mental and physical abuse.CReighton Incidents of child abuse and death continue to regularly be reported in the national media. One such episode, which ended in the tragic death of 8 year old Victoria Climbie in 2000, led to the institution of The Laming Commission and to significant changes in social welfare policy. * The formulation and implementation of the Every Child Matters (ECM) programme, which constitutes the overarching structure for child care in the country, places immense emphasis of the safety and security of children.* The countrys social care policies and social services infrastructure contain specific policies and processes for the identification of children at risk, followed by mandatory need assessment, and the provisioning of adequate security to them through planned interventions. The continuance of physical abuse against children, some episodes of which lead to substantial physical injury and even death, is a cause of intense distress to the people and policy makers of the country. Much of media debate and discussion on the issue assigns the responsibility for such continued violence against children, despite the existence of extensive preventive infrastructure, very squarely, on inadequate managerial leadership and decision making skills at various levels of the social services and social work infrastructure, as well as in other public services like health, education and policing. Learning Lessons Ofsted, Lord Laming Whilst incidents of violence against children have in the past led to inte nse criticism of individual social workers and of the social services system, contemporary nationwide soul searching over child safety is bringing up concerns regarding managerial control, leadership and decision making, across the ambit of the concerned public service organisations. Laming The Serious Cases Review, a national fact finding process that among other things investigates episodes of serious violence against children, has time and again provided details on reasons behind individual child abuse cases, the learning to be taken from such episodes, and the actions needed for the prevention of recurrence of such horrific incidents. U/LL The continuance of such episodes, despite the presence of extensive preventive machinery and the availability of such significant information has created confusion and concern over the ability of public service organisations to control and reduce child abuse and related deaths. Observers and analysts feel that a number of causes have combined to produce, stagnation, inefficiency, and ineffectiveness in the decision making of public sector agencies, and in their ability to work in cooperation and in collaboration with each other. This study takes up the investigation of child abuse in the UK, the findings of the serious case reviews, and the learning obtained from such reviews. This is followed by an exploration and analysis of the factors that limit the role of such learning in the actual decision making processes of various public agencies that are associated with and are responsible for the safety of children in the UK. 2. Commentary Legislation and Public Policy on Child Protection Abuse against children can occur in numerous different circumstances and across social and economic segments. Children are specifically vulnerable in circumstances or environments that concern family violence, bullying, substance misuse, learning inadequacies, mental health problems, and social and economic difficulties; also when children are unplanned, unwanted, premature or disabled. Vulnerable children may again be open to threats from more than one type of neglect or abuse. CPG The occurrence or possibility of significant harm provides the trigger for initiation of child safety and protection measures in the UK. The occurrence of significant harm depends upon a range of issues like the extent of abuse, its impact on the child, and the circumstances in which the abuse took or can take place. Whilst even a single traumatic episode may constitute significant harm, the term is more representative of a cumulative pattern of episodes that adversely affect a child. CPG The Children Act 1989, as well as The Children (Scotland) Act 1995, state that all local authorities must act jointly to safeguard children in need. The Children Act 2004 subsequently introduced a statutory structure for local cooperation for protection of children in England and Wales. All organisations that are responsible for providing services to children, including those that are engaged in education and health care, need to necessarily take steps for safeguarding of children in the discharging of their normal functions. CPG The English, Scottish and Welsh Executives have published detailed guidelines on inter-agency working on protecting children, which are available on their websites. CPG The Social Services is the lead child protection agency. It is statutorily responsible for making enquiries into all issues concerning child protection and is the main contact point for child welfare. The police are also empowered to intervene in all circumstances that could concern the safety of children. Local Safeguarding Children Boards (LSCBs) and Child Protection Committees (CPCs) are responsible for outlining the ways in which relevant organisations in individual local areas must cooperate to provide safety and security to children. CPG All organisations responsible for providing services to children are required to have clear structures and practices for child protection in place. These include (a) specific lines of accountability for work in child protection, (b) arrangements for suitable checks on new volunteers and staff, (c) procedures for handling of allegations of abuse against volunteers and staff members, (d) suitable programmes for training of staff, (e) a policy for child protection, (f) appropriate procedures for whistle blowing and (g) a culture that encourages the addressing of issues related to safeguarding of children. CPG Health care professionals who have apprehensions about neglect or abuse should adhere to local child protection procedures and should have access to required support and advice. CPG NHS organisations must have a doctor and nurse with requisite expertise in child protection. Private hospitals also need to compulsorily have child protection policies as, well as named professionals who possess expertise in child protection. It is also mandatory for all professionals dealing with children, as well as members of the general public, to bring apprehensions or fears about the vulnerability of any child in their domain of knowledge, (who is or could be under physical threat), to the attention of the local social services department.CPG It thereafter becomes mandatory on the social services to take such reference into account, carry out detailed assessments of the needs of the child under threat and plan and implement appropriate interventions. CPG Serious Case Reviews and their Findings The social service in the UK has been rocked by instances of child abuse, some of which have led to death. Two year old James Bulgar was brutally murdered by two ten year olds, Thompson and Venables, in 1993. JB The incident, which attracted immense publicity and public outrage and led to the imprisonment of the two perpetrators for many years, increased awareness of the dangers faced by children and young adults and the need to bring in policies and procedures for improving their safety. The tragic death of 8 year old Victoria Climbie, in 2000, at the hands of her carers, led to the institution of a public inquiry, the severe indictment of social workers for being negligent towards their duties and responsibilities, and to a number of positive developments in the area of child protection. The publication of the Laming Report, in 2002, led to the formulation of the Every Child Matters programme and the enactment of The Children Act 2004. The death of 17 month old baby P, in 2007, which occurred out of injuries suffered at the hands of his carers, (his mother and her boyfriend), during a period in which he was repeatedly seen by social workers brought home the fact that children continued to be unsafe despite the introduction of legal enactments and policy reforms, and the strengthening of the social services sector. * The neglect, abuse, or death of a child being a matter of immense national concern, UK public policy calls for the undertaking of serious care reviews in circumstances (a) where a child has been seriously injured or harmed, or has died, and (b) abuse is suspected or known to have been a factor in the occurrence of the incident. Chapter 8 of the Government Document Working Together to Safeguard Children (1999) states that a LSCB must necessarily carry out a serious case review in all circumstances where a child dies and neglect or abuse is suspected or known to be a factor. Learning All LSCBs are also enjoined to consider the conduct of a serious case review in the following circumstances. (a) a child sustains a potentially life-threatening injury or serious and permanent impairment to health and development through abuse or neglect, (b) a child has been subject to particularly serious sexual abuse, (c) a childs parent has been murdered and a homicide review is being initiated, (d) a child has been killed by a parent with a mental illness, (e) the case gives rise to concerns about inter-agency working to protect children from harm. (Learningà ¢Ã¢â€š ¬Ã‚ ¦, 2008) The same document defines three specific aims of a serious case review, namely (a) the establishment of whether any lessons about inter-agency working can be learnt from the case, (b) the clear identification of the nature of these lessons, the ways in which such lessons will be acted upon, and the change that can be expected to result from such working, and (c) improvement of inter-agency working and the institution of better safeguards for children. when a child dies and abuse or neglect are known or suspected to be a factor in the death, local agencies should consider immediately whether there are other children at risk of harm who need safeguarding (and) whether there are any lessons to be learned from the tragedy about the ways in which they work together to safeguard children. (Sinclair Bullock, 2002) Serious case reviews, it is stipulated, should be conducted by individuals who are independent of all involved agencies and professionals, and should be submitted within a period of four months of the decision for carrying out the review. LSCBs are obliged to send each completed review for evaluation to Ofsted. The results of the Ofsted evaluation are shared with LSCBs and constitute an integral part of the information used for the yearly performance assessments of local areas. Learning The Ofsted study of the 50 serious case reviews received by the agency from April 2007 to March 2008 provides significant information on the nature of child abuse, the reasons for such abuse, and the working of different agencies who are entrusted with the responsibility of preventing such abuse. *The study reveals that children aged less than one year formed the largest group of the total surveyed population. This segment, which comprised of 21 children, was followed by the 11 to 15 age segment (14 cases), the 1 to 5 age segment (8 cases) and finally the over 16 segment (6 cases). The majority of these children died from the abuse that was inflicted upon them. In the case of children aged less than one year, the commonest cause of injury or death was physical assault by a parent, or the partner of a parent. Amongst the children and young people in the age group 11 to 16, 9 killed themselves, 3 were murdered by other young persons, and 1 died of anorexia. The key issues that arose from the evaluation of 50 serious case reviews concerned drug and alcohol misuse, domestic violence, mental illness, and learning difficulties or disabilities. In the case of drug and alcohol misuse, reviews found that the concerned agencies did not suitably evaluate and access the risks that could come about from such misuse, particularly in the case of very young babies. Domestic violence also featured in a number of serious case reviews, often in conjunction with drug and alcohol misuse. Agencies were again found to be inadequate in understanding, accepting and assessing the effect of domestic violence on young children. In some of these cases the history of domestic violence in the family was known to outsiders and police intervention had occurred in the past. Agencies, particularly the police, did not follow policies and procedures, with identified issues including poor levels of police training and inadequate attention to recording and reporting of domestic violence occurrences. Mental illness came across as an issue of concern in a number of reviews. In many cases the health visitor and the midwife were unaware of the histories of the mental health of the mother, or of the learning difficulties of the father, which otherwise would have influenced their assessments. A number of delays occurred in the assessment and treatment of people in need of assistance from mental health services. A few cases involved issues related both to mental health and to learning disabilities. The serious case reviews repeatedly point to specific inadequacies on the part of agencies in dealing with child abuse problems. The various agencies were found to be limited in their understanding of basic signs, symptoms and factors concerning child protection risks. Agencies tended to respond reactively to a particular situation rather than by perceiving the situation in the context of the history of the case. Agencies, by themselves, did not have complete details of the involved families or records of their concerns. The agency staff accepted, on a number of occasions, standards of care that in the normal course would not be acceptable by most families. Very little direct contact was established with the children in order to find out their thoughts and feelings about their situations. In many cases professionals tended to be uncertain about the importance of child protection issues, more so in complex and chaotic family environments, and placed inordinate trust on the statements of parents. Families on the other hand often expressed hostility to establishment of contact with professionals and engineered numerous strategies to keep them at a distance. Very few assessments contained evaluation of the quality of relationships between children and parents. In many cases multiple assessments were carried out on families, which were followed by the establishment of plans that did not contain any clear expectations of the changes that were needed for the sake of the children, and the likely consequences, if such changes did not occur. Many of the reviews reveal a number of lost opportunities on the part of universal services for suitable intervention and prevention of abuse. Such agencies included schools, health services and other services like housing, Connexions and Surestart. The majority of reviews pointed out that whilst policies and procedures were by and large appropriate and adequate, there was poor practice in the implementation of basic procedures, including in assessment, planning and decision making. With the understanding of the signs, symptoms and risk factors of child protection being inadequate, agency staff continued to be unaware of the possibility in the situations they were handling. Communication, both between and within agencies, was found to be poor; and specifically so with health agencies. Record keeping was essentially poor across agencies and particularly so in health services and schools. All agencies failed in seeing children in person, recording how they were, how they looked and wha t they said or noticed alterations in appearance or behaviour. Management oversight was identified in practically 50% of the evaluations, mostly in connection with social care managers. The absence of the management overview was common in cases concerning chronic neglect. Managers in such cases, instead of trying to see the larger picture, tended to react and make their decisions in response to specific incidents, as and when they arose. One manager decided it was not appropriate to remove four children on the basis of one minor injury and that instead a full assessment should be undertaken, without taking into account the catalogue of previous incidents and concerns, and the fact that the family had already been assessed four times. (Learning, 2008) Individual staff errors, in connection with social care staff, as well as members of police and health agencies were mentioned in a few cases as being instrumental in the lack of prevention of child abuse. Whilst staff capacity and resources were by and large not felt to be a major reason behind the failings, the requirement for additional staff training was mentioned in the majority of serious case reviews. The lack of basic awareness of indicators of abuse in important staff groups like teachers, health visitors, GPs, midwifes and emergency and accident personnel was felt to be a matter of great concern. Poor assessment and planning was a concern in most evaluations. Issues like parenting abilities, drug and alcohol dependence, and mental health problems were not addressed in decisions concerning the need for assessments. Universal services were felt to be inadequate in undertaking risk assessments for purposes of deciding whether specific cases should be referred to social care agencies. Members of universal services did not appear to have competencies in listening to children, in questioning what was presented to them, and in being open to the chances of abuse. With the prevalence of a rule of optimism, it was hard for such people to be curious about what the children were facing. Social care services were found failing in acting in accordance with their procedures, both with regard to assessment and planning. Assessments were not made in a number of cases, without such actions being supported by adequate reasons. Assessments, in other cases, were poorly done, often failing to take account of the wishes, feelings, or situation of the child, or of information available with other agencies. A number of reviews revealed agency neglect. Agencies, in such cases knew the families for considerable periods. The common themes that emerged in areas of neglect concerned (a) the failures of individual agencies to possess complete pictures of families, situations, and records, (b) agency tendencies to respond reactively, (c) resigned acceptance of otherwise unacceptable standards of care (d) failure to make direct contact with children and (d) not taking children seriously, when they try to tell agency representatives about their situations. An important message that arose from one of the reviews related to the issue of family support obscuring the need for child protection. It also was felt that (a) agencies should be more alert to the possibility of unintentional collusion by professionals in the continual abuse of children and that (b) decisive action needed to be taken when evidence of change with regard to circumstances of children was insufficient. The evaluation also takes note of poor record keeping, especially in the case of schools. Schools, in more than 60% of the cases, did not have comprehensive records, either of families of children, or of their attendance or non attendance. The Lord Laming Report on The Protection of Children in England, 2009, also makes a number of negative observations about management skills, leadership, and quality of decision making in the agencies responsible for directly and indirectly safeguarding children. Laming The report specifically calls upon the relevant Cabinet Subcommittee to ensure the adoption of comprehensive and collaborative national strategies for delivery of local strategies by all government departments involved in safety of children. The report calls upon Directors of Children Services, senior service managers, police area commanders and chief executives of PCTs to frequently review referrals in cases concerning the safety of children and ensure a sound approach in terms of multi-agency working, risk assessment, onward referral and decision making. DCSs without direct experience in protecting children are required to appoint senior managers with required skills and experience. The Laming Report further calls for effective leadership at the national, regional and local level in involved public agencies in order to provide the support or expertise required for adequate child protection. It places great emphasis on the role of the Directors of Children Services in protecting children and places the onus of responsibility squarely on their shoulders. The time is long past when the most junior employee should carry the heaviest burden of accountability. The performance and effectiveness of the most senior managers in each of these services should be assessed against the quality of the outcomes for the most vulnerable children and young people. (Laming, 2009) Managers, the report says, need to lead from the front and take personal interest in delivery of frontline services. They need to ensure that the stipulations regarding referral and assessment in working together to safeguard children are being adhered to comprehensively. Managers are also called upon to ensure that communication, information sharing and decision making between the local services and within each local service are capable of keeping children safe, even in times of pressure. They should value and support frontline managers, ensure rigorous management control of decision making and improve and shorten communication lines between senior managers and child protection staff. Management and Decision Making Issues in Public Service Agencies Study and analysis of the material available in serious case reviews reveals a number of issues of concern. At one level the concerns of policy makers, individual experts and monitoring agencies like Ofsted are very obvious. Such concerns have led to the enactment of child protection law and to the introduction of nationwide policies within the overall ambit of the Every Child Matters programme; which work towards ensuring the safety of children through the combined multidisciplinary efforts of the education, health, police and social services. Changes in attitudes towards increasing the effectiveness of working of government agencies have resulted in the introduction of managerialism and much stronger accountability among the executives and staff of these agencies. Structures have been put in place and procedures introduced to ensure better coordination and closer involvement between different agencies in delivery of services in various areas related to child protection. Members of the NHS, individual GPs, managements of schools, and members of the social services have repeatedly been tol d about and are aware of their need to work together, and take proactive steps on their own, without waiting for instructions or approval in any circumstance where the safety of a child has come or can come under threat. The extent of media discussion and public outrage that followed the deaths of James Bulger, Victoria Climbie and Baby P indicates the expectations of the nation from these services, with regard to protection of children and vulnerable young adults. The continuance of brutality and abuse towards children, resulting in injury and death, despite the introduction and implementation of numerous multi-dimensional and holistic measures, whilst being a matter of concern, primarily points to ineffective management and decision making at the level of service delivery in these various organisations. The key learning that emerges from the serious case reviews relates to (a) basic lack of understanding in agencies regarding the signs and symptoms of child abuse, (b) under establishment of meaningful contact with the children at threat, (c) credence to the views expressed by parents, (d) inability to counter the engineered hostility of parents, (e) poor quality assessments, (e) inadequate coordination between critical services like the police, the NHS, and schools with social services, (f) a high degree of management oversight, (g) the tendency of managers to ignore the larger picture and react to specific situations, (h) poor assessment and planning, (i) lack of alertness to the possibility of unintentional collusion by professionals in the continuance of abuse on children and (j) absence of decisive action in the presence of evidence relating to abuse of children. Lord Laming, in his comprehensive report also takes up the issue of management at the agency level very strongly. His comments indicate (a) the need for recruitment and retention of workers engaged in child protection, (b) undue emphasis on targets and processes, (c) bureaucratic, lengthy, and over complicated tick-box methods for assessment, (d) lack of coordination between different agencies responsible for child protection, (e) inadequate training and support for frontline workers in the police, social services and health care, (f) poor staff morale, (g) inadequate and low quality supervision, (h) high workloads and (i) the need for some resource augmentation, both in the police and in the social services. Such circumstances are exceedingly common in poorly managed organisations in the private sector, and are also reflective of many adequately resourced but inefficiently managed public sector organisations. Whilst sustained poor management in private business firms mostly leads to economic losses and organisational closure, similar situations in publicly funded government enterprises or agencies lead to continued inefficiency and poor product and service quality. Such situations in public service organisations entrusted with vitally important responsibilities can have literally tragic consequences; as is seen by the continuance of episodes of child brutality and child deaths. The continuance of such a situation is also absolutely unacceptable. Lord Laming, in a candid aside, remarks that he has often been tempted to tell managers of ineffective agencies to just do it, even whilst realising that such impatience was unlikely to lead to any constructive results. Laming The essence of management, both in the private and public sector lies in the making and in the quality of decisions by organisational managers. Managers in the course of their work are continuously required to assess alternatives and take decisions, on a broad range of issues, which can have both long and short term implications. Strategy, Proctor Extant management literature is awash with different decision making styles, which range from immediate and instinctive reactions to the use of complex statistical models and decision trees. Whilst decision making involves consideration of numerous factors, it is also subject to the influence of different obvious and latent forces. It involves both quantitative and qualitative analysis, even as it is affected by rational (objective) judgement and non-rational (subjective) factors like organisational environment and culture. Numerous subjective issues like the personality of decision makers, relationships of decision makers with other organisational members, peer pressure, expectations of seniors and juniors and personal agendas of decision makers influence decisions. Individuals engaged in social services are additionally bound to act in accordance with clear and strong codes of ethics and against oppression and discrimination. Professionals in other services that are associated with child protection, like schools, health services and the police are also influenced and controlled by their particular codes of conduct, their professional ethics, and their organisational norms. Decision making in such environments, which are likely to be chaotic rather than stable is essentially a complex issue and obviously subject to various degrees of success. Sources on Decision Making Whilst the possibility of decisions being wrong is normal in all human situations, the possibility of extremely unfortunate consequences of wrong decisions in areas of child safety make the institutionalisation of sound, rational and essentially ethical decision making processes in concerned necessary. Ralph Keeney (1998), states that decision making failures often occur because of decision makers tending to consider too few alternatives in their decision making process. Decision makers, Keeney states, need to assess their problems carefully and decide upon objectives by questioning goals, objectives, aspirations, interests and fears. They also need to carefully assess the consequences of different alternatives before choosing routes of action. Modern day managers are told to devise different alternatives through imagining of different options and use of brainstorming techniques.
